Integrating Electricity Prepayment Systems into the REDS Environment

Prepayment Installations
- This paper challenges the basic assumptions surrounding electricity meter costs and complexities. It motivates a new category of meter referred to as an “Electricity Supply Unit” and describes an enhanced, universal mounting system for industry standard meters. It also introduces a novel, cost effective revenue management method using a feedback token that totally obviates the need for split or remote meter technologies - in a manner aligned with global vending trends1 and relevant to rural communities. Common data transfer standards are described and the importance of SARPA’s leadership role is stressed. Items worthy of standardisation are raised and implementation concerns noted. Prepayment Property and Wealth Tariffs
- By Roland Hill, Circuit Breaker Industries (Pty) Ltd. This paper introduces and motivates the innovative tariff features provided by the STS- 2000 specification. Its compatibility with single, two part and step tariff usage in Africa, is demonstrated. Methods of fairly and transparently applying such wealth tariffs upon affluent consumers, to cross subsidize indigent consumers supported with poverty tariffs, are presented. A summary of the STS token definitions is given and the activities of the STS Association are mentioned. Future STS proposals are noted.
